Manmohan Singh comes last, because he was completely controlled by extra Constitutional Authority and undermined Government of India for 10 long years.

Nehru, unlike George Washington of America and Nelson Mandela of south Africa cling to power until his death. Other great freedom fighters who sacrificed for our country were marginalized by Nehru. Before he died, he ensured that no other great freedom fighters left, so the power transition to his heirs. His heirs eventually ensured that the power transferred back to Europeans again, against whom Mahatma Gandhi fought and thousands of Indians sacrificed their lives.

Indira cling to power until her demise. The Emergency that she imposed on India tarnished her character.

Few other PM's were mere mere puppets in Sonia party mark politics of divide and rule.
